Statement of Coordinator of Parliamentary majority of Ukrainian Parliament of V convocation Raisa Bogatyrova
Dear electors! Sixteen years ago a fate gave us a historical chance – independent sovereign Ukraine. The primordial dream of the Ukrainian people, which was forged in liberation battles for ages become true. The country of Ukrainians stoped to be fata morgana. It is filled up with plans and ambitions of people and politicians to build prosperous and strong country with happy citizen based on the one of the oldest European nation.
The results of the national referendum held december 1991 convinced even the most persistent sceptics: Ukraine is independent. This was the choice of Ukrainian people.
We've been together then. Nowadays some political forces are trying to destroy this unity. Instead of discussion about strategy of unifying and steady development they offer national-populism, artificially cultivate aggression between the members of society and radicalise the civil life. Under the cover of democratic values, guardianship over the citizens we're more and more often meet the dirty PR-technologies of zombiing of society. A bet is made not on the long-durational, tedious work and objective political engineering, but on short-termed emotions and affects. We are called not for unity and partership, but to dissidences and quarreling. There are no offers of the crucial and balanced programs of evolution of progress and economic expansion, but just the search for the enemies between us and abroad. And hounding on them as well. The ideology of breakthroughs is an attempt to transform the state policy into the revolutionary mode, when the purpose will justify facilities. We indeed need a national breakthrough into the new level of global development. But it is possible only under the conditions of united position of Ukrainian nation and political power.
This is the heart of ideology of Party of regions.
The achievement of other, better quality of life for Ukrainians is essential. We have to unite around the national interest and dynamically start the process of belated systematical reforms in order to achieve this. Above all things - in economical and social sector. Those two exactly determine the style and type of policy that must serve this strategy.
Without any doubt we need an open and socialised market economy. We can't wait no longer for the paternalism of state. But the state also, personised as political power, must become the guarantor of our success, providing from one side the equal possibilities for all cooperators at the market and from the other side - actively using this market, creating new high-paying workplaces, creating social funds for supporting the unemployed citizens and constantly investing into the nation.
The reformation of administrative state sector and, first of all, political bureaucracy must become principal. Equality of rights and freedoms of our citizens must be guaranted by impossibility of continuation of policy of inviolable castes. This is legalized method of country-wide national economical and political corruption. They are threating democracy and freedoms of Ukrainians as Scylla and Charybdis.
Party of regions suggests to cut this gordian knot and stop the manipulation with the struggle against the deputy immunity upon the consciousness of voters. They do understand perfectly that raising of this single slogan on hustings is the result of political impossibility to offer the deep, professional program of development of Ukraine and a failure of own policy inside the "Orange" power.
We are ready to abolish deputy inviolability right now. I am speaking to the President of Ukraine to support our initiative and adopt the changes to Constitution on the extraordinary session of Parliament on September, 4, 2007, with his and his political power participation. This right was given to us by the decision of Ukrainian nation to abolish pt. 3 of clause 80 of Constitution made on the referendum on April, 15, 2000 by 87 percents of voters. The will of people can't be abolished and distorted by noone. It's decisions have no time limitations.
I will initiate the meeting of Parliament. The absence of political powers that demand the abolishment of deputies immunity on this meeting will mean for the whole nation that they are insincere, they're trying to manipulate the moods of society and ready for everything for the sake of more power. Not national, but of their own.
We will have to preliminary approve the proper constitutional law on abolition of caste of inviolable in Ukraine and will send it for the conclusion of Constitutional Court in obedience to Constitution and laws of Ukraine, if we will find ourselves to become the hostages of political sabotage of "ÁÞÒ" and "ÍÓ-ÍÑ". At the same time we will have to make a decision about abolition of all privileges for the official of all levels, including the sale on auctions of their state summer residences, granting them into official use in place of their "Mercedeses" cars of national producers.
Dear electors! Party of regions was with you in the hardest times, brougth to you by "orange" governments. That was the time of our honest and reliable union with you. We struggled against privatisation of Ukraine by dishonest politicians and protected your rights. We broke the spine of petrol, sugar and social crisis. We have returned the stability, reliability of policy of governemnt and trust to the government itself. Mainly - we took our steps to meet each other. And this means that the united nation will always win!
