Statement of Honoured president of Tender Chamber of Ukraine Raisa Bogatyrova

The last events concerning the Tender chamber of Ukraine affirm a deep crisis in the problem of government purchases. The repeated attempts to reform this extraordinarily important system of the budgetary financing of state necessities were exposed to a zero result. Appropriate law that was adopted almost consensually in parliament with the assistance of all political forces, as appeared, did not create terms for effective and transparent activity of all subjects which relate to organisation and conducting of tenders.

My attempts as of the Honoured president of Tender Chamber of Ukraine to start the serious reform in this sphere firstly collided with the misubderstanding and then with the resistance that hasn't stopped up to the present.

I think, that the existing situation on this sphere of state life requires concrete steps from the President of Ukraine, Government and Ukrainian society. In fact the matter is about providing the most essential and sensible programs for the Ukrainian citizens and fulfilment of other critically important social orders for the society. It is impossible to do reforms when politicians live with eternal quarrels and destabilize the situation in Ukraine using every occasion for that purpose including problems which conerning the Tender Chamber of Ukraine.

Yesterday's statement, which on my behalf has suddenly appeared on mass-media in provocative form with the only purpose to create the political conflict inside the Party of regions, testifies the level of intrigue. I have no relation at all to that statement.

It became impossible for me as for the Honoured president of this institute of civil society to pursue an open and honest policy in such conditions.

I am obligated to make decision to lay down plenary powers of the Honoured president of the Tender chamber of Ukraine. At the same time I call for the applying of every civil effort in order to create proper conditions for the serious, thorough and professional reformation in this sphere.
